The packaging has changed dramatically for SplendidCRM 3.0.

SplendidCRM 3.0 Community Edition is our new open-source version. The Community Edition includes the core CRM features, such as Accounts, Contacts and Leads, but it excludes advanced features, such as Reporting and Order management. The Community Edition has been released under SugarCRM Public License, the same license that we used in our previous releases.

If you are currently running SplendidCRM 2.1 Open-Source, then DO NOT INSTALL the SplendidCRM 3.0 Community Edition as it will disable or remove features. Please refer to the product matrix for more details on what is included and excluded.
